One sure way to get out from under Family Safety restrictions is to change the MS Account to a Local Account in Settings > Accounts > Your Info > Sign in with a Local Account instead.
Later you can add a new MS Account, or wait until your old one is fixed, but this time add them in Settings > Accounts > Family & Other People under Other and not Family.
What works best for Family Safety problems we see here every day is to remove the child from Family Safety, restart PC, then add him/her back. Tutorial here:
